Proposed Bible Park funded through property taxes may violate separation of church and state

I just found this article on the web. My opinion is that this kind of thing is the reason why Atheists get pissed off when people violate the establishment clause of the constitution. If this gets passed, then the local government in Rutherford County, TN is directly supporting and approving of one religion(Christianity) through the use of public tax revenues.

What do you think of this? Is this a violation of the separation of church and state? Or is it simply a proposal of one county to use Public Tax Increment Financing(TIF) for a business which happens to be religiously based that is purported to bring in a lot of money to the local community over time?
