Well, okay. So it's not new. The two links are about different things also, apparently. One with how to make alcohol-filled treats, the other with some kind of new powder-form.
It's news to me. :3 I wonder what it is mixed with to make it like that.

I don't get it, do you like snort the powder or mix it in water or something?
They were saying packed into pills. So, swallow as a pill.
I don't know how viable it would be for snorting...if it contains alcohol that would be more burn than fun.

I'll be perfectly honest, if vodka came in a powderized pill form, i would probably try snorting it once... for shits an giggles, if nothing else
What Would Kharn Do?
Nasal snuff hurts like hell if you haven't done it before, or if you snort it instead of sniffing it. I can't imagine what kind of pain it would be to have powdered alcohol in there. I would advise against it.
I never thought there were corners in my mind until I was told to stand in one.

Thats just one more reason to try it
