neighbor

I need help answering a point about the use of the word "neighbor" in the bible. I seem to recall hearing or reading that when the Character of Jesus said to "love thy neighbor as oneself" that neighbor to him meant member of his tribe. Can anyone give more info about that? thanx,

a) a friend

b) any other person, and where two are concerned, the other (thy fellow man, thy neighbour), according to the Jews, any member of the Hebrew nation and commonwealth
