This is something we ALL should do! Although government agencies are a getting more than a little dubious of these internet form letters. I say change the subject line, and the body to your own words so it doesn't get lumped in with the rest and ignored. Better yet send it from your own email or by snail mail.
I'm going to write up a response and send it this afternoon.
